Here in Cumberland County there is 568 homeless youth and 60 youth who are at risk of becoming homeless. The majority of these homeless youth are high school students. This situation put these youth at risk off dropping out of high school, becoming gang members, abuse drugs, displays criminal and destructive behavior.

The Leahy- Collins Runaways and Homeless Youth and Trafficking Prevention Act reauthorizes a critical federal grant program established to help states and local communities address the needs of runaways and homeless youth in both Urban and Rural areas. The bill also extends the Transitional Living Program, which education and employment support to older homeless youth. The proposal also reauthorizes the Street Outreach Program, a community-based program that focus on crisis intervention (Leahy,2014).

"Supporting our youth when they are most in need and helping to get them back on their feet benefits us all," Leahy said."Homeless children are less likely to finish school ,more likely to enter our juvenile system,and are ill-equipped to find a job. The service authorized by the bill are designed to intervene early and encourage the development of successful,productive young adults"(Leahy,2014).

The cost of youth homelessness to the public purse is very high. This is due to a number of factors including: High usage of acute health service and the criminal justice system. Expensive temporary accommodations and prolonged periods on welfare benefits.

The New Economics Foundation indicated an annual cost to the state of 26,000 for each homeless person. Investing in homelessness service saves a significant amount for tax payers by preventing some of the costs. A report by communities and local government showed that the supporting People Programme which pays for a range of group, include homeless young people, saved a total of 3.41billion a year, against and overall investment of 1.61 billion.

Mighty Men of Valor Youth Transition Home combined with employment agency is a direct response to "The Leahy- Collins Runaways and Homeless Youth and Trafficking Prevention Act and to the needs of at-risk -youth of Cumberland County.

By signing this document, I(the signer), am lending my support to the Leahy - Collins Human Trafficking and Youth Homeless Act which reauthorizes a critical federal grant program established to help states and local communities to address the needs of homeless youth, while confronting the crisis of the needs of at - risk youth of Cumberland County.

The bill seeks to extend the Transitional Living Program, which provides residential services, life skills, education and employment support for homeless adolescents.

The proposal seek to encourage the city officials and government officials of Fayetteville, North Carolina to be part of the solution, not the problem and to confront the city officials and government officials of Fayetteville with the crisis of homeless and at- risk - youth of Cumberland County and to focus on crisis intervention for this population by creating and supporting community base alternative program, which assist in reclaiming the future of our youth and in developing them into successful and productive young adults.
