Require anyone who abuses or neglects an animal join an offender registry

Due to the recent neglect case of Atticus a dog rescued that was near starvation, I feel that anyone who neglects or abuses an animal should be forced to join an offender registry. This registry should be easily accessed by the public as well as humane societies. I hope stronger penalties including longer incarceration are enforced.
This measure would be used to help prevent anyone who abused or neglected an animal from ever owning another one again. The person who adopted Atticus from the HSOP was trusted with his care.
We the undersigned call on any lawmakers in the United States to create a law to protect animals from abuse and neglect.
