To uphold the basic human rights of the 23 million people in Taiwan and to achieve global disesase prevention, Taiwan should be an observer in the World Health Assembly (WHA) -- the highest decision-making body of the WHO.
For the last nine consecutive years, it has failed each time due to China's obstruction.
This year's WHA conference is set to take place May 22 in Geneva.
Taiwan should be an observer and participate in the WHO's Global Outbreak Alert and Response Network, a mechanism for the rapid identification, confirmation and response to outbreaks of pendemics, and should participation in all WHO's professional and technical seminars.
