Let my baby and other people have a proper grave and dignity

My friend's baby is an Angel baby. She has been told by Pembrokeshire Council that she can only have a headstone and no kernel so she can not have a fully covered grave for her son, just a headstone and a few flowers on the headstone.

Both graves beside her son have the full graves with full headstone and Kernel, yet they are stopping this baby having the same dignity and respect, and have moved all ornaments etc off all the resting places of the baby's.

It's bad enough to have to bury your child, but to have this done to your child's grave is disgusting and cruel. They want grass only so they can cut the grass, but with a full grave with headstone and kernel they would not need to cut the grass. All the others have it. Why not this baby? Why can he not have the same dignified resting place?
