Over and over and over again I hear people complain about their gas and electric bill. There have been spontaneous spikes in bills from month to month with no explanation.

How is it that a semi attached, three bedroom house in the city of Wilmington receive a $676 gas and electric bill. The occupants consist of two young children who are in school or daycare and two adults who work 40 hours a week. No one is home during the day and all appliances and lights are off.

If one's usage remains the same from month to month, then why don't the bill? How can the bill fluctuate, yet your activity do not. Have you ever tried to contact customer service and receive their "it is what it is" attitude? Who do you contact with concerns, who is the consumer's advocate? Who governs Delmarva Power, what laws are in place to protect us and our money?

We, the undersigned, call on the City of Wilmington and the State of Delaware to investigate Delmarva Power, A PHI Company.

We are requesting an audit of their billing practices and an explanation in the frequent, yet inconsistent spikes in bills from month to month.
