International Transfer of Offenders Treaty
Published by Rev. Al Fedrigucci on May 19, 2001
PETITION TO THE HOUSE OF COMMONS IN PARLIAMENT ASSEMBLED. We, the undersigned, draw the attention of the House to the following: That Congress of the United States enacted two Public Laws 104-208, Prisoner Transfer Treaty, Division C, Title III, Section 330, 110 Statutes at 3009, and the Antiterrorism and Effective Death Penalty Act of 1996. These subsequent United States Public Laws have caused the existing Transfer Offenders Treaty Act between Canada and the United States null and void.
Therefore, your petitioners pray on behalf of all Canadian (and other foreign) citizens imprisoned in the United States and seek to renegotiate the Transfer of Offenders Treaty with the United States, wherein, prisoner consent be eliminated, and that all Canadians so imprisoned within American prisons be transferred to Canada now or in the future and transferred to Canada regardless of conviction or sentence imposed.
