The human pamillomavirus is a virus transmitted through sexaul intercourse that sometimes leads to cervical cancer. 290,000 women worldwide die from cervical cancer each year, including 3,500 in the United States where regular pap tests can be used to detect early cancer.

99% of cervical cancer cases are related to HPV, and in June 2006, the Food and Drug Administration approved the first and only HPV vaccine on the market, Gardasil.

Gardasil protects against 70% of HPV strains that cause genital warts and 90% that case cancer.

Therefore, I advocate that the federal government pass the following legislation.

Section 1: All female children entering middle school must receive the HPV vaccination. No child should be allowed to enroll in sixth grade in either a public or private school without verification from a physician that the child has been successfully vaccinated against human papillomavirus.

Section 2: If a parent or guardian opposes the vaccination, he must fill out a form with his child’s primary physician to be exempt from the mandate.
Parents must be allowed to opt-out of having their child receive the vaccination because of religious, medical, or personal reasons. This form should be signed by both the parent and main physician of the child, ensuring that the parent has been fully informed of the link between human papillomavirus and cervical cancer.

Section 3: The Federal Vaccines for Children program shall help pay for all those who cannot afford the vaccine.

Section 4: The Center for Disease Control and Prevention will supervise the enforcement of this legislation.

Section 5: This legislation will come into effect as of January 1st 2009.
