Help hospitals and schools during the recession

Background (Preamble):
Now this Year in school we're going to lose 5 teachers and children won't be able to go out and play school matches and there's going to be more students in every class so it is going to be even harder to learn.
Petition:
I think if there is now a huge world wide recession it shouldn't effect hospitals or schools. I think prices should go up in smokes and alcohol.
