There is a new rule that no vehicle can park on the street overnight without the display of a parking permit, and the penalty is to have the vehicle towed in the middle of the night at the owner’s expense.
The residents of Harbor Lights 1, Pittsburg, CA, would like for the parking penalties for not displaying parking permit be changed to one that is “reasonable”, “fair” and “made in good faith” on behalf of the residents.
The residents of Harbor Lights 1, Pittsburg, CA, are requesting that the penalty of towing cars for not displaying permits be revisited and a new penalty be instituted as proposed.
This petition specifically requests that:
1. A cease and desist of towing for not displaying parking permits - effectively immediately.
2. Revisit rule/penalty based on the recommendations of the collective group of residents.
3. Institute the following proposed penalty:
-- Vehicles will not be towed for first three offences
-- Require warnings (resets each calendar year)
----- Violation 1 (warning, no penalty)
----- Violation 2 (warning, no penalty)
----- Violation 3 (warning with small HOA penalty)
----- Violation 4 (towing allowed)
4. Ensure residents can see the list of violations with dates/times via web-based site.
5. ONLY After adoption of a new penalty, towing can resume with required warnings.

By signing this petition, you are also giving the originator of this petition, Carla Y. Tillman, proxy rights (in relation to parking penalties) to submit recommendations to the HOA Board on your behalf and to take future actions as a collective if the HOA Board decides not to take the original recommendations.
