#EQUAL DISTRIBUTION OF DEVELOPMENT OPPORTUNITIES FOR PROVINCES IN PNG

Gulf Province is one of the 24 Provinces in the Papua New Guinea. Until recent Oil and Gas finds in the Gulf and neighboring Provinces of Hela, Southern Highlands and Western Provinces, these Provinces were of no importance and were not a development priority areas. Hela and Southern Highlands were part of the the inter grated gas project that now forms the PNGLNG.

Gulf Province is the coastal province that the 500 km of pipeline runs through and connects to processing facilities in Central Province, about 10 km outside Port Moresby, the capital city of Papua New Guinea. This project is an ExxonMobil joint venture project.

The second LNG project is a stand alone gas project from neighboring gas fields; the Elk and Antelope and is developed by InterOil who recently farm in French petrochemical company Total as joint venture partner in this project. Until last week surprise announcement of another pipeline along the same route to same location in the Central Province.

This project was supposed to be developed in Gulf Province and this petition is to keep the project in the Gulf Province which is the hope and aspirations of the people of Gulf. The Provincial Government headed by the Governor of the province have made a PEC decision to that effect so the province can be developed at the back of this project. The arguments are;

1. The Prime Minister, Right Honourable Peter O'Neil while launching the Gulf 2050 Plan in 2013, announced in Kerema that this LNG project shall developed and processed in Gulf.

2. Provincial Executive Council (PEC) in its decision no 01/2012 have endorsed a resolution that the gas from Elk/Antelope gas fields shall be processed in Gulf.

3. PEC in its decision no. 08/2014 also endorsed a resolution that a petrochemical park be developed in the province.

4. This decision have been supported by the JV partners until OilSearch ltd bought in as a partner in this project. Oil Search is a partner in the PNGLNG project and is now influencing this decision to pipe to near existing facilities in Portion 152. This would not have taken place if it was not for PM and state saving Oil Search from a hostile take over by buying into Oil Search. This was done from now controversial K K3billion UBS loan. Oil Search then use this money to buy shares into JV partnership.

5. What is a Total and InterOil getting out of this? The site chosen at Caution Bay confirms that this project will be used as "third train" for LNG.

6. Economic and technical reasons are petty excuses by the JV partners to pipe out gas to Caution Bay. The PNG National must stand firm on its policy of " equal distribution of wealth to all its citizens", an equal opportunity for development giving opportunities to citizens of PNG to better themselves. The action by the JV partners borders on restrictions to constitutional rights of the people of Gulf and can be challenged in the court of law.

7. The environmental impact by the pipelines were not properly assessed given that most of the pipeline runs on sea.

8. Our Hela brothers experience whereby now they are spectators on their own land.

9. 100 tonnes of gas has been exported while our brothers in Hela only got Komo international airport and nothing else.

10. State have now been given 7 days or gas project will close.

B. DEMANDS

1. GULF LNG PROJECT MUST BE KNOWN AS GULF LNG AND NOT PAPUA LNG AS THIS PROJECT IS A STAND ALONE PROJECT NOT INTEGRATED LIKE PNGLNG.

2. GULF LNG MUST BE DEVELOPED IN THE GULF PROVINCE AND NOWHERE ELSE. THIS CONSISTENT WITH PEC DECISION 01/2012.

3. AN ON SHORE INDUSTRIAL PARK BE BUILT TO PROCESS DOWNSTREAM PETROCHEMICAL PRODUCTS AS PER PEC DECISION 08/2014

4. PREVIOUS JV PARTNERS REPORTS HAVE IDENTIFIED BLUFF AND KEREMA AS THE STRIPPING PLANT AND THE PORT SITE RESPECTIVELY. WE ARE AWARE OF INTERNATIONAL PRACTICES WHEREBY DREDGING IS USED TO MEET THE TECHNICAL SPECIFICATIONS AND REQUIREMENTS. THE SAVINGS MADE FROM NOT CONSTRUCTING AND LAYING PIPES CAN BE UTILISED TO DREDGE.

5. ON SHORE, DOWNSTREAM PROCESSING AND PETROCHEMICAL PRODUCTS ASSOCIATED WITH INDUSTRIAL PARK WILL HAVE TO BE SHIPPED OUT OF INTERNATIONAL PORT. THE PORT WILL THEREFORE SERVE THE TRANSPORTATION OF LNG AND ALSO SERVE AS GATEWAY TO HIGHLANDS PROVINCES. THIS WILL PROVIDE ALTERNATIVE ROUTE TO LAE/ HIGHLANDS HIGHWAY.

6. INTERNATIONAL AIRPORT TO BE CONSTRUCTED TO CATER FOR DIRECT FLIGHTS INTO AND OUT FROM OVERSEAS. THIS WILL STOP THE FLY IN FLY OUT ARRANGEMENTS.

7. ALL INTERNATIONAL AND DOMESTIC LABOUR FORCE TO RESIDE ON LOCATION.

8. A MODERN TOWNSHIP BE CONSTRUCTED OR CREATED TO HOUSE THE WORKERS AND THEIR FAMILIES IN THE PROVINCE. THIS WILL INCLUDE ASSOCIATED INDUSTRIES AND SERVICES AS WELL.

9. A COMPREHENSIVE SOCIAL MAPPING AND VETTING BE DONE PRIOR TO THE PROJECT.

10. A COMPREHENSIVE ENVIRONMENTAL IMPACT ASSESSMENT MUST BE DONE AND MADE PUBLIC PRIOR TO THE PROJECT.

11. ROAD LINKING KIKORI, BAIMURU AND IHU TO KEREMA MUST BE CONSTRUCTED.

12. ANY UBSA OR LBSA MEETINGS MUST BE HELD IN KEREMA.

RECOMMENDATIONS FOR KEREMA PORT AND PETROCHEMICAL PARK

1. To meet the technical requirements and specifications by dredging the site to meet these technical requirements. This is a favourable option.

2. Is to have a on shore processing plant at Bluff linked to a floating vessel or terminal.

Both options meet these "technical and LNG specifications".
