Toledo City Council will be voting next week on legislation to require landlords of pre-1978 one to four units to prove that they are lead paint safe. Inspections will be conducted at the landlord's expense and there will be a fee to register with the City as a certified lead free property before rental of your unit.

We believe this is an unfair burden on small landlords. If the goal is protection of children from the dangers of lead, the legislation should be applied across the board to all rental properties, and, ideally, to all residential properties.

We, the undersigned, call on Toledo City Council to expand the current lead safe legislation to include ALL residential rental property constructed prior to 1978 in the City of Toledo regardless of number of units in each property.

We believe ANY child at risk of environmental exposure to lead in a rental property should be protected through this ordinance, not only those children who reside in single to four unit rental properties.

We further request that they apply only the visual testing method currently used to assess Section 8 properties to all the rental property tested.
