The city of Eugene is looking to create a new ordinance called The Unruly Gathering Ordinance. This ordinance could make the host(s) of the gathering responsible for civil penalties and response costs for the misbehavior of their guests on or adjacent to their property.
It can also make the owner of the building responsible for the actions of their tenants or their tenants' guests. Actions they have no legal authority to control. The list of things that would qualify a gathering as an unruly gathering are already against the law.
We, the undersigned, request that the Eugene City Council reject the Unruly Gathering Ordinance, commonly known as the Social Host Ordinance.
We believe our current city code adequately addresses the issue of noise and public disturbance, and the police should enforce the laws we already have.
We believe individuals should be held responsible for their own actions, and people should not be held responsible for the actions of others.
