Since the 2009-10 school year, the state has deducted from each school district’s state aid allocation an
amount now known as the Gap Elimination Adjustment (GEA) to help the state fill its budget gap. The state no longer has a budget gap. It now has a surplus, so why is the state still taking the schools' aid?

The Triborough Amendment requires public employers to maintain all contractual perks for unionized public employees, including automatic “step” increases in pay, after the expiration of a union contract. This gives unions an incentive to RESIST negotiating structural changes to their contracts, since the status quo will be preserved even if there is no NEW contract.

Please accept this correspondence on behalf of the students in New York State.

Not so long ago we were promised by our Governor that he would be the “Advocate for Kids”. There can be nothing farther from the truth. It is with great urgency that I write to you and ask you to legislatively act now and stop the madness associated with Governor Cuomo’s Gap Elimination Adjustment (GEA).

Our students need the GEA ended immediately as it directly affects the programming offered to our students. Since the advent of the GEA, school districts lost millions and combined losses of billions in state aid. The GEA has caused dramatic cuts to educational programs, staff, increased class sizes, reduction of non-mandated and mandated curricula, the arts, extra-curricular activities and sports.

If the Governor has a $2 billion surplus, taken from our kids programs, why do we still need to eliminate a gap (GEA) that no longer exists? Is this what an “Advocate for Kids” believes will help our students? Stop the GEA NOW!

The Governor and you as our elected advocate should focus on the repeal of Taylor Law or at least repealing the Triborough Amendment for meaningful change to occur that will positively impact our educational system.

Please work hard for the taxpayers and students to eliminate the Gap Elimination Adjustment.
