Legal age to obtain a learners' & driver's licence in South Africa

Dear Politicians,

I am petitioning against the fact that a sixteen year old can get a I.D Book, drive a helicopter, and vote for the president, but cannot drive a car. I think that is unfair, because in ohter countries(including America) sixteen year olds can get a driver's licence. I would be happy even if you could allow sixteen year olds to get a graduated licence.

Definition of Graduated Licence:

Greduated licence are functionally the same as a passenger license, but are typically issued to new drivers under the age of 18. 47 of the fifty States (of America) have some form of a graduated licensing provision, however the actual restrictions and the length of time a new driver must adhere to them vary widely by jurisdiction.

Restrictions frequently include:

A curfew, after which night driving is not permitted (typically midnight or 1am, but as early as 9pm in New York State). Some states provide exceptions for teenagers driving home from work or school functions, or when accompanied by a parent.

Restrictions on whether and how many underage passengers can be carried (usually family members are excluded).
Mandatory driver's education (both classroom instruction and behind the wheel training). Harsher penalties for certain violations such as speeding, up to and including mandatory revocations for similar offenses that might only incur a warning or token fine if committed by an adult driver.

The amount of time a new driver must spend as a graduated license holder ranges between six months and two years, or until the driver turns 18 (21 in Washington, DC). This time period can be extended, however, if the driver violates any GDL restrictions, receives a citation or is at fault in an accident.
