Currently Congressional employees get paid regardless of: job performance, duty to public interest, work ethic or attendance. Congress should be on a commission based pay scale to improve performance, attendance and results that benefit the general public at large.

The House speaker will receive 95% of their current pay and 5% commission, voted on by the Citizens. The House and Senate party leaders will receive 90% of their current pay and 10% commission, voted on by the Citizens.

The whips and other members will receive 85% of their current pay and 15 % commission, voted on by the Citizens.

The payscale as to all members of Congress shall be:
As to: The Speaker of the House shall receive 95% his/her current salary with commission paid on the following: attendance for the calendar year, maintaining proper and productive scheduling, bringing the citizens general petitions to the floor, effort in passing the general petitions of citizens and keeping the public abreast of political issues.

The US voting citizens should vote on the additional 5% commission increase by a direct vote as to the performance of the Speaker of the House in the earliest scheduled ballot of each State, but no earlier that the tenth month of the calendar year.

A majority vote of the citizens of the States will set the rate of the commission paid to the Speaker of the House. The Speaker of the House shall inform the citizens via the internet or other communication of his/her attendance and job performance 30 days prior to the direct vote of the citizens. The citizens shall vote on a slinding scale of the 0-5% of the commission. Any commission shall be paid in the last month of the calendar year to the Speaker of the House.

The Speaker of the House may retain (one) car and (one) driver for Congressional business.

As to Majority and Minority leaders of the House and Senate: The leaders of both the House and Senate shall receive 90% percent of their current yearly salary with commission on the following: voting of all measures, attendance for the calendar year, maintaining proper and productive scheduling, bringing the citizens general petitions to the floor, effort in passing the general petitions of the Citizens and keeping the public abreast of political issues.

The US voting citizens should vote on the additional 10% commission increase by a direct vote of each States citizens as to the performance of the Majority and Minority leaders of the House and Senate, in the earliest scheduled ballot of each State, but no earlier that the tenth month of that calendar year.

A majority vote of the citizens of the each Senate and House leaders State will set the rate of the commission paid to the Majority and Minority leaders of the House and Senate.

A majority vote of the citizens of their respective States shall give the House and Senate Majority and Minority leaders their 10% commission based on a sliding scale of 0-10%. Each leader shall make known to the public, via the internet or other communication of his/her attendance and voting positions on all matters brought to the floor 30 days prior to the direct vote of the citizens.

The majority of the citizens votes for the sliding scale shall be the amount of commission paid to the Majority and Minority House and Senate leaders.
The commission shall be paid in the last month of that calendar year to the House and Senate Majority and Minority leaders.

The Majority or Minority leaders of the House and Senate may retain (one) car for congressional business.

The majority and Minority leaders of the House and Senate are not provided a driver for Congressional business.

As to all other members of the House of Representatives and Senate, excluding the Vice President:

The House and Senate members shall receive 85% percent of their current yearly salary with commission on the following: voting of all measures, attendance for the calendar year, maintaining proper and productive scheduling, bringing the citizens general petitions to the floor, making laws, effort in passing the general petitions of the Citizens and keeping the public abreast of political issues. The US voting citizens should vote on the additional 15% commission increase by a direct vote of each States citizens as to the performance of the members of the House and Senate, in the earliest scheduled ballot of each State, but no earlier than the tenth month of that calendar year.

A majority vote of the citizens of the each Senate and House leaders State will set the rate of the commission paid to the members of the House and Senate.

A majority vote of the citizens of their respective States shall give the House and Senate members their 15% commission based on a sliding scale of 0-15%. Each leader shall make known to the public, via the internet or other communication of his/her attendance and voting positions on all matters brought to the floor 30 days prior to the direct vote of the citizens.
The majority of the citizens votes for the sliding scale shall be the amount of commission paid to the members of the House and Senate.

The commission shall be paid in the last month of that calendar year to the House and Senate Majority and Minority leaders.

Members of the House and Senate are not provided with a car or driver for congressional use.
* Any cost of living increase will be voted on by the citizens at the time of the commission vote.
*The Vice President shall retain his/her current pay and benefits with the exception as to expense allowances set forth herein:
*Effective fiscal year January 8, 2011 and each fiscal year thereafter, the expense allowances of the Majority and Minority Leaders of the Senate and Whips are increased to $10,000 each fiscal year for each leader: Provided, That, effective with the fiscal year 2011 and each fiscal year thereafter, the expense allowance of the Majority and Minority Whips of the Senate shall not exceed $10,000 each fiscal year for each Whip:

Provided further, That, during the period beginning January 8th, 2011 , and during each fiscal year thereafter, the Vice President, the Majority Leader, the Minority Leader, may receive the expense allowance of 20,000.00
(a) as reimbursement for actual expenses incurred upon certification and documentation of such expenses by the Vice President, the respective Leader or the respective Whip, or
(b) in equal monthly payments: Provided further, That effective January 8, 2011, the amounts paid to the Vice President, the Majority or Minority Leader of the Senate, or the Majority or Minority Whip of the Senate as reimbursement of actual expenses incurred upon certification and documentation pursuant to the second proviso of this section shall not be reported as income, and the expenses so reimbursed shall not be allowed as a deduction, under title 26.
