Mr. Magoo, a 2-year old horse, never had a chance. Why? Because he fell into the hands of a woman (whose name is known by Greenwood, SC, Eighth Circuit Solicitor David Stumbo and Deputy Solicitor Andrews) who denied his basic needs.

Big Oaks Rescue Farm in Greenwood, SC, under the direction of Mr. Joe Mann, was called on to rescue Mr. Magoo, but by the time they got him, it was too late....the damage was too severe. The veterinarian's report concerning Mr. Magoo's death states the causes as "STARVATION" and "WORMS." For the record, a horse should be treated for worms a minimum of 4 times a year. A tube of de-wormer costs less than $5, which would amount to $20 a year. Since Mr. Magoo was 2 years old, total cost for worming during his short life would have been $40. The cost of a square bale of hay in Greenwood, SC, averages app. $5 a bale, and one bale will feed a horse the size of Mr. Magoo for approximately 3 days. For $50 a month Mr. Magoo could have received sustaining nourishment.

Part of responsible animal ownership is taking care of their basic needs, and food, medications, and veterinary care certainly fall under that basic needs category. To deny those basic needs, in our opinion, constitutes abuse. Therefore, the undersigned petitioners demand justice for Mr. Magoo. We demand that SC honor the laws of the land based on the following:

Code of Laws of South Carolina 1976 Annotated:
Title 47: Animals, Livestock and Poultry.
Chapter 1: Cruelty to Animals.

• Primary Citation: Code 1976 § 47-1-10 - 210; Code 1976 § 16-15-120
• Country of Origin: United States
• Last Checked: January, 2016

Summary: This South Carolina subsection comprises the state's anti-cruelty laws. The term "animal" under this subchapter includes all living vertebrate creatures except homo sapiens (but see the exclusion section where fowl are specifically excluded). Animal cruelty occurs when a person knowingly or intentionally overloads, overdrives, overworks, ill-treats any animal, deprives any animal of necessary sustenance or shelter, inflicts unnecessary pain or suffering upon any animal, or by omission or commission knowingly or intentionally causes these things to be done. The statute also has a felony provision for the torture, tormenting, needless mutilation, cruel killing, or infliction of excessive or repeated unnecessary pain.

Paragraph: 47-1-10
Definitions: (2) “Sustenance” means adequate food provided at suitable intervals of quantities of wholesome foodstuff suitable for the species and age, sufficient to maintain a reasonable level of nutrition to allow for proper growth and weight and adequate water provided with constant access to a supply of clean, fresh, and potable water provided in a suitable manner for the species.

The former owner of Mr. Magoo, known by Solicitor Stumbo and his office staff, failed to provide sustenance for this 2-year old horse, in addition to causing excessive or repeated unnecessary pain by not providing medical treatment to this suffering animal. This falls under the felony provision in all 50 states in the United States, including South Carolina.

We, the undersigned, call on Greenwood County, South Carolina, Eighth Circuit Solicitor's Office, and in particular Solicitor David Stumbo and Deputy Solicitor Demetrious G. Andrews, to follow the laws of the land and charge Mr. Magoo’s former owner, a woman whose name is known by that office, with animal abuse and neglect.

We demand justice for Mr. Magoo, and for other animals, and in particular horses, who are currently in her care. Another horse in very poor condition was also removed from her pasture in addition to Mr. Magoo. Animal abuse, in particular "starvation," is not pretty. We are the voice for the ones that can't speak. We will not tolerate animal abuse in South Carolina any longer.
