If you take 100% of the kids and the inner city and only 20% can read on grade level or higher you have 80% left that cannot read, they are illiterate.
It's not the school district or the inner city kids that is the problem it's there parents.The parents that or on welfare, Medicaid, Hud, and Lonestar card that is where the problem start.
The parents should be held accountable for the 80% of Illiteracy and the inner city. My petition, if you are on goverment assisted programs and your child can't read by age 6 you must immediately be dealt with or put on hold.
Please sign my petition so we can close the education gap on inner city kids and get lazy parents to get off their butts and start doing some work.
Evidence shows that children who do not read by third grade often fail to catch up and are more likely
to drop out of school, take drugs, or go to prison.
So many non-readers wind up in jail that officials have
found they can use the rate of illiteracy to help calculate future prison needs.
