Background (Preamble):
The world wide epidemic of obese childeren must be stopped. A child should not be able to open fast food bags. Fast food, especially cheeseburgers must not get in the hands of children. Child safety locks must be used in order to protect them. All people who consume fast food should be compelled to register their fast food use. Backround checks must be made mandetory.
