New parking regulations and enforcement on Grand and Flower along the 110 freeway from 58th st. to 42nd st. have taken away much needed parking amongst area residents. There is ample space to park on both sides of Grand and Flower and still allow traffic to flow efficiently; they are small one way streets.

A systematic street parking with a sweeper no parking date would be ideal. These are one way streets and are not commonly congested. They are mostly used by local residents. The no parking at all time zones needs to be converted to regular street parking.

There is a great mix of regulation and lack of regulation on the same stretch. There are zones enforced with a scheduled sweeping date, enforced no parking, and a large part of it is unregulated.

For many years there were no regulations about parking on these streets on the freeway side only the residential side. Cars have been parking unregulated on the freeway side for over a decade. Years ago ‘No Parking’ signs were placed and in some areas yellow lines were sectioned off. This was not enforced and cars kept parking there for many years. Recently the’ No Parking at All Time’ order began to be enforced leaving residents in a big dilemma not finding where to park. The residential streets are already full. Unused for parking these streets will once again like 20 years ago become a breeding ground for homeless individuals to camp out, fires, dumping of trash and use drugs in these abandoned streets.

West Vernon Elementary is right on Grand St. Parents and children who walk use both grand and Flower as an alternative to the big streets with busy traffic. It provides a less congested safe quiet place to walk home. It’s safer for them too for cars to park along these streets so they are not so deserted. With the permission of parking, there is a flow of residents that live on the neighborhood coming and going to their cars 24/7. Residents accessing their vehicles make individuals seeking a quiet place to conduct illegal activities such as drug use, dump trash and prostitution move on to other more isolated grounds. A bond has developed between neighbors who have to rely on parking there. Residents look out for each other’s cars, many live over 100ft away. This has led to the neighborhood developing into a tighter community.

I’ve lived in the area for over 20 years. When I moved here the one way streets were a swamp of abandoned stripped stolen vehicles, gang activity, piles of dumped trash, prostitution and drug use. Likewise back then no one parked there and no one walked through these one way streets. The permission of parking would only bring good to the community. It’s a necessity for the local residents and there is no downside to the request. Take a moment to hear us out.

We, the undersigned, call on the Los Angeles Department of Transportation to change current Parking Restrictions on Grand and Flower along the 110 frwy from No Parking or Unregulated Parking to Systematic Parking allowed with a sweeper date.
