Cell phone use while driving should be illegal because people are not concentrating on what they should like the road, other cars, pedestrians, etc. The roads are dangerous enough with drunk drivers, road rage, and the drivers that just can't drive. You should have to pull over if you want to talk on the phone, not while you drive.

There are enough distractions for drivers and cell phones are something that are not a necessity while driving.
