Background (Preamble):
Texas Co-op's do not fall into areas of deregulation and due to this these customers are not allowed the right to choose their electric provider as other citizens of Texas are.
Petition:
Cap Rock Electric customers want the right to choose who provides them with electricity, and with out being charged to remove Cap Rock meter and the cost to put up another meter.
