Bella Villa is a small town just south east of Bayless and 55 that is bordered by Gravois Creek on the North, Zeiss Avenue on the east, Hoffineister on the south, and Avenue H on the west. It was Incorporated in 1947 by 510 residents.
Since then it has planted police on the small stretch of Bayless road between Highway 55 and Lemay Ferry Rd to harassing Innocent drivers to raise capital for the small city. In 2005, 59% of Bella Villa's municipal budget came from traffic citations.
The city was also ranked the second highest top traffic ticket town in Missouri in 2005.(Based on I-Team Ranks Top Traffic Ticket Writers)
We, the undersigned, call on St. Louis County to annex Bella Villa Missouri resulting in better governing and policing of the .1 square mile town.
