Coalition of Concerned Residents of Monroe County to End Homelessness

In a move to unite efforts to create a sustainable plan to mediate the homelessness crisis in the Greater Rochester area, The Coalition of Concerned Residents of Monroe County is calling on Monroe County and the City of Rochester to support efforts to provide services to homeless persons.
Academics and employees of the Monroe County Department of Human Services have duly noted there is a lack of shelter and services for homeless persons concentrated in downtown Rochester. Reallocating taxpayer funds, currently payed as "overflow" housing to institutions such as the inadequate Hotel Cadilac, to public and private agencies well versed in addressing homelessness will better equip them with the ability to offer proper services to homeless persons living in Rochester, thus alleviating the crisis.
We, the undersigned, call on Monroe County to meet the following demands:
1. Abide by Article 17 of the New York State Constitution which states that "The aid, care and support of the needy are public concerns and shall be provided by the state and by such of its subdivisions."
2. Release to the public Monroe County’s plan to house all homeless persons.
3. Release the current annual Monroe County budget showing expenses for overflow housing particularly those of the substandard Hotel Cadillac .
4. Immediately reverse the lockout at the Civic Center Garage instituted by the Monroe County Civic Center LDC and Mapco Auto Parks until a permanent solution is instituted by the County.
We, the undersigned, call on the City of Rochester to meet the following demands:
1. Support The Coalition of Concerned Residents of Monroe County in securing resources to address the homelessness crisis.
2. Amend Article IX §120-64 of the Center City District requirements prohibiting homeless shelters from any building or site in the CCD thus allowing the creation of a shelter at the heart of the crisis.
