Reference to the above title, the government of South Sudan through ministry of public service, labor and human resources development signed a memorandum of understanding in 2012 with Ethiopian civil service university under Ethiopia's ministry of public service, Addis Ababa. However, the university offers a scholarship to south Sudan's civil servants as a part of capacity building and support for issues such as allowances of 10, 135 USD, medical allowances of 2,000USD and two way tickets as apart of memorandum of understanding and the university will cater for accommodation and others necessities.

In addition, the scholarship is not only to South Sudanese but to African countries such as Sudan, South Sudan, Burundi, Rwanda, Uganda, Kenya, Djibouti, Somalia and hosting Ethiopia with the aims to build the capacity for African's civil servants.

Based on the information mentioned above, our petition is one issue of supportive allowances. The since ministry of public services, labor and human resources development sign agreement with each of the student of bond of agreement after completion course but with aims to support. However we are writing a petition because we have not been supported by the respective institution but for the previous batch they had been received their allowances and we now ask why the support had been stop so need payments of reimburse allowances.

Second issue, most of the students lack money to pay visa or resident's permit for the duration of a year which costs 100USD and declining to pay can result in court or justification for a fee each day of 10 dollars.
