#Real and Potential Child Support Payors

In this economy of unemployment, underemployment, and furloughs, child support paying parties are victimized by the current court system. Paying parties wait 12-24 months to get a child support modification hearing after being laid off, furloughed or receiving a significant pay cut.

While the court shuffles papers around and the child support recipient refuses to provide their income information for review, the paying party suffers bad credit, unnecessary indebtedness and homelessness because the court continues to take child support payments out of the current lesser salary at the previously determined higher income rate.

Additionally, the court suspends the driver's license of the party who is looking for a job after being laid off which further cripples the paying party's ability to earn income.

We the undersigned, call on Congress to allow child support payments made directly from payroll deductions to be paid with pre-tax dollars.

We call on Congress to have the child support recipient pay taxes on child support payments received.

We call on Congress to require Child support recipients to submit bi-annual income information including W-2s, 1099s and tax returns to the Office of Child Support for review and child support modification as required.

We call on Congress, to suspend child support payments for recipients who do not provide the required bi-annual information.

We call on Congress to provide emergency hearings within 60 days for child support payors who petition the court for a child support modification as a result of lay-off or a reduced income of 20% or more.

We call on Congress to provide a hearing prior to the suspension of drivers licenses.

We the undersigned firmly believe that individuals responsible for paying child support would be willing to enter into and stay in the child support systerm and abide by laws that are fair and reasonable.

We believe that our requests will minimize the fraud surrounding child support payments and will lessen individuals' fears about working to pay child support.

We further believe that our requests will help to stimulate the economy by reducing voluntary unemployment and underemployment of both parties.
