We, the homeowners of the Carriage Woods Association (CWA), request a Special Meeting to be held to vote on new declaration be added to the by-laws regarding rental units.

Recently there was an incident involving teens associated with a rental unit. A large group of teens were invited to party in the swamp area behind our property. A fight ensued. The fight came onto the CWA property. Police were called, as homeowners were threatened. Once the police dispersed the fight, several homeowners were threatened by teens leaving the property. The police were called again. Safety became a concern for the homeowners.
Dog excrement is often seen on the lawn of rental units.

Dogs at the rental units are killing the grass when urinating. Bushes have been destroyed at the rental units by animals. Teens are gathering at the unit where the teen party was started. Some seem to be living in the garage - even sleeping there.

We, the homeowners, request a special meeting of the board and homeowners to discuss the incident above and hold a vote to add a Declaration to the by-laws. This declaration should include new verbiage to state that all new sales of units need to be owner-occupied. The current renters would be grandfathered in until that lease is up for renewal, at which time a decision would be made (to include the board) about the continued stay of the renter. By-laws as listed below support this request:

5.3r: 'Notice of Meetings. It shall be the duty of the Secretary to send a notice of each annual or special meeting of the Association at least twenty-one (21) days, but not more than thirty (30)'days (in case of an annual meeting) or seven (7) days, but not more than thirty (30) days-. (in case of a special meeting), prior to such meeting, including the time and place where it is to be held and, if proxies are permitted, the procedures for appointing proxies, to each Member.

Such notice shall be hand delivered or sent by United States Mail to each Member of record at the address of the Owner's Unit and at such other address as such Member shall have designated by notice, in writing, to the Secretary. Homeowners shall be notified as stated by the by-laws:
