Background (Preamble):
State funding has dropped as tuition costs have risen at the University of Illinois, going from 18:1 ratio in 1970 to nearly 1:1 today. Next year for the first time in Illinois history, the 1:1 barrier may be crossed as tuition rises again by 10% to 20%.

This petition will be delivered to the Board of Trustees at the University of Illinois to ask that that if the ratio of state allocations to tuition revenue drops below 1:1, in-state tuition shall not be increased. This ethical principle aims at preserving the value of accessibility to the public state university system.
Petition:
“THE 1:1 PRINCIPLE” FOR
STEWARDING ETHICAL EXCELLENCE @ ILLINOIS

Whereas the ratio of state allocations to tuition has gone from nearly 18:1 in 1970 to nearly 1:1 in 2009; and

Whereas accessibility of excellent higher education is and should remain a core value of this public state university; and

Whereas tuition has compensated for lower state allocations over the past forty years; and

Whereas student access to this university has been adversely affected by tuition raises; and

Whereas underprivileged and middle class students from both upstate and downstate Illinois have found it increasingly difficult to shoulder the burdens of increased tuition; and

Whereas excellence at the university of Illinois must be stewarded within the framework of fundamental ethical principles to guide our choices for the future; and

Whereas ethical excellence demands commitment to the core value of accessibility; and

Whereas ethical excellence demands commitment to the universal values of fairness and justice; and

Whereas students have unfairly borne the burden of shrinking state allocations over the past forty years; and

Whereas placing more financial burden upon the students than is borne by the entire state of Illinois is unfair within a public state university dedicated to the core value of accessibility;

BE IT RESOLVED THAT WE ASK THE BOARD OF TRUSTEES TO STEWARD ETHICAL EXCELLENCE AT THE UNIVERSITY OF ILLINOIS BY ADOPTING THE “1:1 PRINCIPLE” STIPULATING THAT IF THE RATIO OF PROJECTED STATE ALLOCATIONS TO CURRENT TUITION REVENUES GOES BELOW THE RATIO OF 1:1, IN-STATE TUITION SHALL NOT BE INCREASED.
