The residents of Poinciana have the civil rights to decide whether Poinciana incorporates or not. Every law abiding resident shall be allowed, without restrictions, to freely exercise his or her rights to peacefully assemble and to choose his or her leaders.
Every resident shall be afforded the rights to express any preferences without fear of retaliation by anyone or any group. To decide whether the Community of Poinciana incorporates or not must be a collective decision, by the residents of the Community of Poinciana and for the residents of Poinciana.

We, the undersigned, hereby request that the local delegation of our State Legislators allow the question of whether Poinciana incorporates or not to be answered by the residents of Poinciana.
We ask that this issue be put to a vote by each registered voter living in the community of Poinciana within the limits of Polk County and Osceola County.
