East Washington Street, Greencastle, Indiana, is a residential street from South Bloomington Street east to Percy Julian Drive at the Greencastle High School. The portion from South Bloomington Street east to Wood Street is part of a historic district established in Greencastle as the Eastern Enlargement.

This historic district is the oldest residential neighborhood outside the original town boundaries. It is eligible for recognition by the National Register of Historic Places and is recognized by the Historic Landmarks Foundation of Indiana.

Exemptions of its residential zoning for commercial use, even "Home Occupation, Type 2," will result in weakening of its residential character and open the door to further commercial development of all types.

Our reasons for requesting the Board of Zoning Appeals to deny the request are:

1. Granting the Special Exemption will result in the introduction of commercial development into the historic residential neighborhood.

2. Granting the Special Exemption will promote additional requests for special exemptions that will lead to erosion of the historic residential neighborhood.

3. Granting the Special Exemption will increase traffic in and out of the 616 East Washington Street property.

4. Granting the Special Exemption will lead to increase parking congestion along the north side of East Washington Street.

5. There are ample commercial properties available to business owners for rent or sale throughout the city in areas already zoned for commercial use that would not cause problems noted in numbers 1 through 4 above.

We, the undersigned, call on the Greencastle Board of Zoning Appeals to deny the request for a Special Exemption Use Variance For Home Occupation Type 2 for the property at 616 East Washington Street, Greencastle, Indiana to ...

1. Prevent the introduction of commercial development into the historic residential neighborhood on East Washington Street.

2. Prevent the promotion of additional requests for special exemptions that will lead to erosion of the historic residential neighborhood on East Washington Street.

3. Prevent an increase in traffic in and out of the 616 East Washington Street property.

4. Prevent an increase in parking congestion along the north side of East Washington Street.

5. Promote the occupancy and use of commercial properties available to business owners for rent or sale throughout the city in areas already zoned for commercial use.
