耗資669億元公帑的廣深港高速鐵路香港段的政府方案，已過了立法會工務小組的一關，如立法會對來自民間的聲音和不同高鐵方案不予考慮、討論的話，那麼這項全球最貴的鐵路項目就只待本月十八日立法會財務委員會通過撥款，便可立刻上馬。公帑運用的公義應基於合乎「公共利益」及「程序公義」，如此方案就此倉卒通過，從民生角度來看這將會是一大「人禍」。

現時香港的貧富懸殊已冠絕全球的已發展地區，669億元的造價更是回歸以來最大的一筆過支出，更相當於2009-2010年度政府總開支的四分一。這筆數目龐大的公帑，政府與其用作興建一條只會惠及少數富豪階層的天價鐵路，遠不及投資在實質改善民生的建設之上，以紓解民困、拉近貧富差距、改善七百萬人的房屋、教育、醫療、就業及社會福利等等方面，使廣大市民能夠公平受惠。特區政府一方面以公帑不可浪費為由與平民百姓斤斤計較，另一方面却慷納稅人之慨取悅跨境富豪。劫貧濟富、濫用公帑，何來符合香港的「整體利益」？那能促進社會的「真正和諧」？... more
