日前，北京市公安局正式逮捕劉曉波，原因是他涉嫌「煽動顛覆國家政權」。導火線的「零八憲章」，事實上是一份相當溫和及正面的政治宣言。但奈何中央政府卻連這份憲章都容不下。事件明顯表現出中央以言入罪，對言論自由的控制越來越緊的事實。
為此，關懷中國發起網上簽名，收集市民簽名，向中央反映港人維護中國言論自由的意願。
