Assim, face à total falência do Estado, na Guiné-Bissau nos seus vários vectores, designadamente no político ou de organização do poder, no económico, no administrativo, no social, no da ordem e no da justiça;

Em prol da construção de um Estado de Direito democrático na Guiné-Bissau, para a exequibilidade da ordem, da segurança e do bem-estar sociais; para a realização da paz, da cidadania e do desenvolvimento; e para o respeito do mínimo ético-filosófico da sociedade contemporânea;

Pedimos e exortamos a todos os homens e mulheres ciosos da preservação da património civilizacional da Humanidade e a todos os Estados do mundo, em particular os Estados Lusófonos, que repudiem energicamente a situação vertente na Guiné-Bissau e accionem os dispositivos pertinentes da Carta das Nações Unidas com vista ao envio imediato de uma força multinacional de paz suficiente para assegurar, durante dez anos prorrogáveis, a conformidade do Estado com os seus fins próprios, bem como o saneamento, formação e disciplina cívica e democrática das Forças de Defesa e Segurança da Guiné-Bissau.

Thus, facing in the Guinea-Bissau the total and complete demise and irresponsibility of its State to their fellow citizens, now in the grip of few but powerful local terrorist leaders, seizing the Government in their several vectors, mainly in the politic, power organization, the economic, administration, social, public order and Justice;

In the support of the rebuilt of a Truly Democratic State in the Guinea-Bissau, based on the respect of the Human Rights, on the acceptance of the order, security, and the social well being; to the achievement of peace, the citizenship and development; and the minimal ethic-philosophic respect of the contemporaneous world society;

We ask and exhort to all men and woman, worried about the preservation of the of Human Civilization Inheritance and to all States of the World, particularly the States of official Portuguese language, that vigorously and explicitly repudiate the actual situation in Guinea-Bissau and to support concrete actions subscribed on the United Nations Chart, with the purpose to immediately put in the field, for 10 years with time prorogation, a Multinational Intervention Peace Force that could put to an end the danger situation and to restore the legitimate function of the State, which therefore could accomplish its normal purposes to its people, as also the contribution to the cleansing, military formation, civic discipline and democratic functioning of the National Defence and Security Forces of Guinea-Bissau.

Ainsi, faisant face à la complète faillite de l’État en Guinée-Bissau dans ses divers domaines, notamment le politique et l’organization du pouvoir, l’économique, l’administration publique, le social, l’ordre publique e la justice;

Soutenant la construction d'un État de Droit Démocratique en Guinée-Bissau, basé sur le respect des droits de l'homme et l'acceptation de l'ordre, de la sécurité, et du bien-être social; l'accomplissement de la paix, de la citoyenneté et du développement; et le respect éthique-philosophique minimal de la société contemporaine;

Nous prions et exhortons tous les hommes et femmes engagés dans la préservation du patrimoine civilizationel de l’Humanité et tous les États du monde, en particulier les États Lusophones, de répudier explicitement l’actuelle situation en Guinée-Bissau et de mettre en marche les dispositifs pertinents de la Charte des Nations Unies, ayant pour but l’envoi immédiat d’une Force de Paix multinationale d’intervention capable d’assurer, pendant dix ans prorogables, la conformité de l’État avec ses propres fins, bien comme le rangement, la formation et la discipline civique et démocratique des forces de Défense Nationale et de Sécurité de la Guinée-Bissau.
