Background (Preamble):
In Texas, most home remodeling contractors and their employees are not screened, tested, or certified before offering services to homeowners.
This has led to countless situations where a contractor, either by inexperience, incompetence, disregard, negligence, or even bad faith has left a homeowner with an incomplete or badly finished home remodeling project.
And while a contractor can place a lien against a homeowners home in case of non-payment for his services, the homeowner has relatively few resources against a bad contractor.
In view of this situation, we hereby request that the Texas Legislature allow the Texas Department of Licensing and Regulations to initiate the testing and licensing of those contractor who want to perform work in a homestead.
Such licensing could follow the same model already used in the few licensed trades such as plumbing, electrician, A/C technicians, etc.
At very least proper competency should be established and a background check performed.

1-demand licensing of remodeling contractors working in homesteads,
2-establish penalties for working without a license, and
